I want to simply boot my galaxy Tab A tablet when I plug in the charger and when I unplug the charger, I want the tablet to turn off. I have mounted the tablet in my car and buttons are not accessible. Could someone give me step by step procedure to do this? Will the tablet need to be rooted?

The operating system would have to do it in response to the device detecting power being connected. Maybe it is possible with one of the open source alternatives to Android? Time to put your Google Search hat on...
If the tablet isn't locked, you can use these actions to reboot the tablet (use turn screen on action before these if necessary):
Same goes for the shutdown. But like Pseudocyclic said, you can't boot the device with MacroDroid.
