除外する人 is dictionary. when line notification which does not include 除外する人, I want this macro to work.

Have you tried disabling each of the constraint under the NOT, individually until it works?

Is the macro triggering at all, sometimes the OS kills MacroDroid and can be fixed by dontkillmyapp.com

You may also want to try switching the constraints' string contains dictionary structure, i.e. use

除外する人 contains notification_title ​

instead of

notification_title contains 除外する人 ​

if what you're trying to do is search within your dictionary for the notification's title, text, etc.
