It might be possible through adb, I know USB tethering is possible but even though I do use Ethernet tethering sometimes I've never actually needed to enable it like that. However I think USB and Ethernet tethering have a completely different way of enabling (USB tethering is actually a charge mode).
A quick search doesn't bring up any results, so maybe you have to use UI Interaction (root is possible too).
