To summarize, you are looking for a way to create an Android app or script that allows you to start and control a YouTube Live stream using a user interface touch, while also disabling device controls, preventing the app from being turned off, and implementing a hidden pin code for stopping the stream. For instance I'm looking so say I get pulled over I can press a button and start YouTube live and say police try turn off phone won't power off .. mabey even makes a alarm super loud that can only be stoped by a pin code or a combo of button presses .is it even possable to do this with this app or would it need to be coded

It is possible but you can't prevent phone shutdown as long pressing the power button turns it off anyhow. You shouldn't be messing with your phone while driving as it's illegal

The only protection for long pressing the power button really is not knowing that feature.
