How to Add a Sub Action within an Action

I am planning to create a macro wherein as soon as I launch Google Maps, it should automatically enable the GPS. To do so, I need to add "App Foreground" under Location Services On and "Not Foreground" under Location Services Off, as shown in the below screenshot.

So I want to ask how to add these two sub-actions ["App Foreground" and "Not Foreground"] under the main Actions [Location Services On and Location Services Off respectively], similar to what is shown in the attached screenshot.

Thanks mate, that did the job [Actually the screenshot I was using had its Constraints tab empty, so I assumed that sub-action could not be Constraint, but that turned out to be an incorrect assumption!]
