It could be useful to have data saver on/off as a constraint so we can take action or not based on data saver status: https://source.android.com/docs/core/data/data-saver

Would be good if we could toggle it without root

Just today, while creating a macro to turn off data after 3mins screen off I also found myself missing this constraint.
