I tried again. now it work. I just created single line Whatsapp send, fill up the contact and text, test it, initially it just open up Whatsapp. that it. never send any thing. then after retry few times now it works

I insert phone number and text content into whatsapp send command,ni didn't do anything, it just open up Whatsapp, never open the contact chat at all.
